The first NDH signal units began forming in April 1941, but they never grew to more than a handful of units with perhaps a 1,000 to 2,000 personnel at peak strength. Plans were developed in fall 1941 for eventually 9 battalions (one for each Corps and one for each Division), but this proved impossible due to the lack of trained officers and NCOs. In practice, the two signal battalions that did exist were used mainly as personnel pools from which were drawn the manpower to form small signal platoons and companies for mountain, Jäger and other field formations. Besides the units, dedicated communications centers were also set up to serve the war ministry and other government ministries in Zagreb as well as the three army corps in Sisak, Slavonski Brod and Sarajevo.
