Formed on or about 1 December 1944 with HQ in Zagreb by renaming the I (Domobran) Replacement Brigade. Initially had 5 battalions and an artillery battery with an estimated strength of 3,000. Assigned to the 16th Croatian Replacement Division on formation.
In April 1945 re-designated XXI Ustasha Replacement Brigade. (1)
