Formed in June 1941 and subordinate to the Führer der Motorbootsverbände Niederlande. The Flotilla had bases in IJmuiden & The Hague. In June 1942 Hafenschutzgruppe Harlingen was added to the Flotilla which was previously under the command of Hafenschutzflottille Borkum. From 01 December 1941 the Flotilla was moved to the command of Seekommandant Nordholland. In June 1942 Hafenschutzgruppe Harlingen moved to the control of Hafenschutzflottille Nordholland from Hafenschutzflottille Borkum. It was dissolved in January 1943.
