Formed in August 1940 north of the Somme Estuary and controlled the Hafenkommandanten in the area between the Somme and the Orne Estuaries. The command also acted as Artilleriekommandeur for the Marinebefehlshaber Nordfrankreich. In February 1941 the Marinebefehlshaber Nordfrankreich was dissolved and its area on control was taken over by the Marinebefehlshaber Kanalküste. When this happened this office was was re-designated Artilleriekommandeur Seine-Somme and the Kriegsmarinedienststelle Le Havre was made the Seekommandant Seine-Somme.
