Formed in September 1944 from the Stab of Seekommandant Estland as the Russian advance had forced the evacuation of Estonia and was subordinate to the Kommandierender Admiral der östliche Ostsee. The Stab moved to the Baltic Islands and commanded the islands of Moon, Dagö and Ösel. Its Staff Quarters between 30 September 1944 and 06 October 1944 were on Schloß Arensburg, then between 07 October 1944 and 19 November 1944 in Montu (and for a few days in Zevel-Leuchtturm). From 24 November 1944 it was in the Sworbes area. It was disbanded in December 1944.
