The Division z.b.V. 454 was formed on 1 June 1940 and was used to form the staff of 454. Sicherungs-Division in March 1941.

It was planned to take part in the planned invasion of the United Kingdom, Unternehmen Seelöwe (Sealion).
This staff served as the 16. Armee Heimatstab or Home Staff Unit, which managed the assembly and loading of all troops, equipment and supplies; provided command and logistical support for all forces still on the Continent; and the reception and further transport of wounded and prisoners of war as well as damaged equipment. General der Infanterie Albrecht Schubert’s XXIII Armeekorps served as the 16. Armee Befehlsstelle Festland or Mainland Command, which reported to the staff of Generalleutnant Krantz. The corps maintained traffic control units and loading staffs at Calais, Dunkirk, Ostend, Antwerp and Rotterdam.
